You may not have heard much about AFP/P3s, but chances are if you live in a community with a major new or newly-renovated hospital, you’ve bene ted from the model.Over the past 10 years, AFPs have been used to build or rebuild 38 health care facilities in Toronto, Hamilton, Ot- tawa, Sault Ste. We’re unusual in the sense that a large majority of our staff – more than two-thirds – come from the private sector.How is Alternative Financing and Procurement different from the way the province used to do things?In AFP, we ask private sector con- sortia to both design and build our proj- ects. That way, projects are designed tobe built and operated ef cient- ly. Design de ciencies are a major source of cost overruns. Making the builder responsible for the design elimi- nates that risk. It is important to note, that Ontario’s AFP hospitalsremain publicly owned, controlled and accountable.We set criteria in terms of the qual- ity of the building and such. But after that, we try to give contractors some exibility in how exactly they achieve the objectives.
